When regular registration is the appropriate service

Regular registration is generally intended for qualifying trucks and tractors that will operate on New York public highways as part of recurring lanes, customer service, deliveries, pickups, or other ongoing operations.

Registration establishes an ongoing HUT account

Unlike a temporary HUT trip certificate, regular registration connects the carrier and qualifying vehicles to an ongoing Highway Use Tax account. The carrier must keep its legal identity, contact information, mailing address, and vehicle inventory accurate.

Each vehicle requires accurate identifying information

A certificate of registration and decal are vehicle-specific. Confirm every vehicle record before submission.

  • VIN, unit number, year, make, and model
  • Plate number and plate jurisdiction
  • Gross weight and unloaded weight when applicable
  • Axle count and vehicle configuration
  • Ownership or lease information
  • Fuel type and AFC applicability when relevant

Certificate and decal requirements

New York issues the registration credential for the qualifying vehicle. The decal must remain associated with that vehicle and cannot be transferred to another truck. Follow the placement instructions issued with the credential and retain the certificate at the carrier's regular place of business.

Regular registration creates filing obligations

Carriers with an active regular HUT or AFC account must file every return assigned by New York, including required periods with no taxable mileage or tax due. New registrants generally begin with quarterly filing unless New York assigns another frequency.

Business verification and account discrepancies

Legal-name, EIN, address, or USDOT mismatches may require IRS identity documentation such as a CP-575 or other confirmation. Missing returns and unresolved account discrepancies must be cleared before New York can complete some requests.

Regular registration is not the same as renewal or replacement

Registration establishes or adds the applicable credential. Renewal continues an eligible registration into a new series. Replacement reissues an active credential that was lost, damaged, or not received.

Should I choose regular registration for recurring New York trips?

Generally, yes. Regular registration is intended for ongoing qualifying operation, while a temporary HUT trip certificate is designed for occasional use.

Does every truck in a fleet need its own credential?

Each qualifying vehicle must be properly included and credentialed. A decal cannot be transferred between trucks.

Does regular registration require quarterly returns?

New accounts generally begin as quarterly filers unless New York assigns another frequency. Every assigned return must be filed, including required zero-activity periods.

Does IFTA registration cover NY HUT?

No. IFTA and New York HUT are separate programs.
