NY HUT vs. IFTA: what is the difference?
NY HUT and IFTA are separate tax and credential programs. A carrier may need both, depending on the vehicle and operation, because each program addresses a different obligation.
NY HUT is a New York requirement
New York Highway Use Tax applies to qualifying vehicles using New York public highways and involves New York-specific credentials and reporting.
IFTA is a multi-jurisdiction fuel tax system
IFTA allows qualified motor carriers to report fuel use across participating jurisdictions through a base jurisdiction. It does not replace New York HUT registration.
A carrier may need both
Having valid IFTA credentials does not automatically satisfy New York HUT requirements. Review both obligations before dispatching a qualifying vehicle into New York.
Other New York carrier taxes and fuel rules can still apply
HUT and IFTA are not the only New York tax or credential rules that can affect a motor carrier. New York's carrier-tax guidance separately addresses fuel-use obligations, automotive-fuel transporter or manifest requirements, and other taxes that can apply depending on the commodity and operation.
A valid HUT credential therefore should not be treated as proof that every New York fuel, sales-tax, liquor, tobacco, or other carrier requirement has been satisfied. Automotive-fuel operations deserve particular review because separate transporter and manifest rules may apply, and temporary HUT trip certificates are not available for vehicles transporting automotive fuel.

Common questions about this topic
Does an IFTA decal count as a NY HUT decal?
No. They are separate credentials issued under different programs.
Can I order NY HUT without changing my IFTA account?
Yes. NY HUT registration is a separate process from the carrier's IFTA account.
Do temporary NY HUT permits affect IFTA?
A temporary NY HUT trip certificate addresses the New York HUT requirement for the covered trip; it does not replace or modify IFTA obligations.
