HUT certificate of registration: credential, decal, and TR-8 guide

A New York Highway Use Tax certificate of registration documents a specific qualifying vehicle's registration. New York also issues a vehicle-specific decal, while an eligible TR-8 can serve as a temporary credential or receipt during issuance.

The certificate and decal serve different purposes

The certificate documents registration and is kept at the carrier's regular place of business. The decal is affixed to the vehicle for which it was issued.

These credentials do not replace IFTA decals, IRP registration, or federal Form 2290 documentation.

Each vehicle needs the correct credential

HUT credentials are vehicle-specific. Do not transfer a decal from a sold, retired, or replaced vehicle to another truck.

  • Confirm VIN and plate
  • Confirm ownership or lease information
  • Verify weight data
  • Match the credential to the exact unit
  • Keep the account vehicle list current

Using the TR-8

When eligible, a printed Form TR-8, Temporary Credential or Receipt of Application, may be carried while permanent items are being issued.

A TR-8 tied to regular registration is not the same as a temporary HUT trip certificate for occasional operation.

Replacement is not renewal

Replacement reissues an existing credential under an active registration. It does not extend the series, cure an inactive account, or register a different vehicle.
